Tax Credits Available for

Historic Renovations

charlessmith_400
If you plan to do work on a historic property in Walla Walla, consider taking advantage of the special valuation (SV) program.
During the ten-year SV period, property taxes will not reflect eligible costs for substantial historic renovations. The intent of the legislation is to reduce the disincentive of increased property taxes created when a property undergoes significant renovations.
This program is administered locally by the City of Walla Walla Historic Preservation Commission.
Qualified expenditures include expenses for improvements to the building within its original perimeter, design fees, permit fees, loan interest, state sales tax and other expenses incurred during the rehabilitation period. Qualified expenditures are the same as those for the Federal Investment Tax Credits (see 26 CFR 1.48-12(c)).  In order to get credit, projects must comply with the Washington State Advisory Council’s Standards for Rehabilitation.

Keep in mind that projects are not limited to only restoration costs. If the criteria are met and the historic character and integrity of the building are maintained, compatible, contemporary design for alterations and additions are not discouraged.
In 2011, the Walla Walla HPC approved four SV applications with a total value of almost $2 million. Applications were approved for the following properties.

  • 35 S. Spokane Street – Charles Smith Wines;
  • 145 Thorne Street – Susan Monahan and Mark Brucks;
  • 740 Whitman Street – Kevin and ReNae Davis;
  • 1106 Woodlawn Street – Erik and Nicole Gryler.

If you are interested in learning more about this program consult with the Walla Walla Joint Community Development Agency at 509-524-4710.

Independent Retailers report success over holidays

downtownshot_400

An annual survey - conducted by the Institute for Local Self-Reliance in partnership with several business associations - found that independent businesses had strong sales growth over the holidays and appear to be benefiting from growing public interest in supporting locally owned retail stores, banks, restaurants and other enterprises.

The survey gathered data from 1,768 independent businesses across 49 states over an 8-day period in January.

Among the key findings:

  • Independent retailers reported stronger holiday sales than the industry average. While overall holiday sales were up 4.1% in 2011, the independent retailers surveyed said their holiday sales increased 6.7% on average.

  • More than three-quarters of the businesses surveyed said that public awareness of the benefits of supporting locally owned businesses had increased in the last year.

  • Independent businesses in communities with an active "buy local" campaign operated by a local business organization reported annual revenue growth of 7.2% in 2011, compared to 2.6% for those in areas without such an initiative. ("Buy local" campaigns run by Independent Business Alliances and Local First groups are now underway in about 150 cities.)

  • Looking specifically at retail respondents, the survey found that those in areas with an active "buy local" campaign reported holiday sales growth of 8.5% in 2011, compared to 5.2% for those retailers in areas without such an initiative.

The Downtown Foundation is excited by these statistics and urges all to stroll downtown for the perfect Valentine's gift!
